I have the honour to inform you that,
subject to your approval, I propose to make provision
in the Estimates for 1938 for a new post of Quantity
Surveyor in the senior grade of the Public Works
Department and to request that if you have no
objection steps may be taken to recruit a suitably
qualified officer in accordance with the particulars
of office which are enclosed herewith.

The duties of Quantity Surveyor have for
some years past been performed by Mr. F. J. Ling who
is now on leave prior to retirement as reported in
Sir Andrew Caldecott's despatch No. 288 of 15th April,
1937. Mr. Ling who entered the service of this
Government as an overseer, was, on obtaining the
necessary qualifications, in 1929 given the title of
Quantity Surveyor on a special salary of £600 by
£25 to £700 with free quarters. It is considered
however that a more suitable scale and one more likely
to attract a satisfactory candidate would be that
drawn by Land Surveyors in the Public Works Department.

In view of the fact that revised rates of
pay based on African scales have not been adopted
in the case of these officers provision for rented
Government quarters or for rent allowance on the old
